For 39 years Charles R. (Chuck) Dutill, II, P.E. has been serving as a civil engineer, environmental engineer, and hydrologist on a consulting basis and as an expert witness nationwide, both as principal of a small firm and as a member of two distinguished international engineering firms. His work has been heavily concentrated in analysis of regulations; litigation support/expert testimony services; evaluation of monitoring requirements; development of engineering feasibility studies and facility plans; communication of risk concepts; acquisition of permits; and provision of rate, connection fee, and billing advice.
