For 31 years Charles R. (Chuck) Dutill, II, has been managing and performing environmental and stormwater/flooding engineering consulting and litigation support, both as principal of a small firm and as a member of two distinguished international engineering firms. His nationwide work has been heavily concentrated in analysis of environmental regulations; litigation support/expert testimony services (including for toxic tort); evaluation of environmental monitoring requirements; development of feasibility studies and facility plans; communication of environmental and risk concepts; acquisition of environmental permits; and provision of rate, connection fee, and billing advice.
He also has significant engineering experience in the areas of design, construction management, operations assistance, and community acceptance. Serving as a civil/ environmental engineering consultant for private, institutional, and governmental clients, Mr. Dutill has nationwide expert witness and project experience in sewer systems, hazardous waste, septic/onsite systems, stormwater, flooding, hydrology, hydraulics, modeling, surface water, groundwater, compliance, enforcement, wastewater discharge, regulatory audits, and wastewater treatment.
